So the plate and bracket are the sacrificial protection guards for the bumper. In the original configuration, it mounts with a couple screws into pads in the honeycomb grill section immediately above the 'bumper'. Then you can re-apply and secure the bracket with the ties, positioning the two 'joins' of the ties in the large holes I spoke of.My 2013 was purchased while I lived in California, and came from Honda with the bracket already installed. Once the wire is where it needs to be you can then tie the ties (!) to the wire to string/pull the ties through. I used a piece of malleable wire to do the 'stringing'. (You'll need to temporarily pre-position the bracket to figure out/identify which two lower grill squares to use). There is no need to remove the bumper! The hardest thing about the job is to string/guide the tie(s) through one 'square' of the lower grill and then out another appropriate 'square'.

The two 'join' areas for the two ties need to be positioned inside the two large holes in the front of the bracket assembly (see photos) to allow the license plate itself to lie flat on the bracket face once the bracket is installed. To do the job you'll end up having to string two (2) qty 14 inch ties together.

The tensile strength of these particular ties is 50 lbs! I used 14 Inch UV Black Standard ties (I bought a 100 qty bag of them when I went shopping for them). You can buy them at stores like The Home Depot, Lowes, etc. They're also known as multi-purpose ties. Tou, yes that's correct - when I say nylon cable ties I mean zip ties.
